Why can I copy and paste my if formula in rows, but I cannot convert it to a formula column?

My IF/OR formula will not let me convert to a column formula, but I can copy and paste the formula without issues. What are the reasons?

You can't reference a cell directly and convert it to a column formula. There might be a workaround, but then I'll need to see the structure of your sheet and understand what you want to accomplish in more detail.
