option is not blank + assigned to
I'm trying to count the number of cells in a column "CPS Has Referred Member To:" that are not blank, by individuals identified in "Assigned To" in a sheet summary

Good morning Andrée,
Attached are screenshots of the 2 columns I am the sheet summary for. I want to know how many cells in the "CPS Has Referred Member To:" have any information in them, by the assigned person. Hope that makes sense.

If the sheet summary is in the same sheet, try something like this:
=COUNTIFS([Assign To]:[Assign To], "Name", [CPS Has Referred Member To:]:[CPS Has Referred Member To:], <> "")
The <> says "is not" and the "" means "blank".
