Smartsheet has Random rows that are not being send out on scheduled wokflows

There are random rows on a smartsheet that will go out if they are triggered Manually but they are not going out if they are triggered automatically...

The workflow was very simple - when a date is reached it is supposed to send an email out to collect results. When the date was reached - some were not sent out - when you try to run this manually it says that some rows could not be completed - It does not say why...
