Criteria is Parsable when using a number but unparsable when using text

See how your quotes around "Complete" are slanted but the ones in this comment are straight up and down? The slanted ones are called "Smart Quotes" which (ironically enough) are not recognized as valid characters in a Smartsheet formula.
Try retyping the quotes directly in the sheet or in a text editor such as Notepad (not Word).

Both of those formulas resolve for me. So maybe a bug. Try a new sheet.
