How to reference a new row automatically when form is submitted

Hi,

I'm creating a sheet that will reference a sheet with a form attached to it. If the person says "Yes", I'd like it to pop up in the new sheet with a web link. I've got it to work fine using an IF statement and referencing the specific cell, so it works with the specific row (Row ID 1). But I would like it to work off the entire column rather than a specific cell, that way when new forms are submitted, the new info also gets pushed onto the new sheet. If I use the entire column, it just says #incorrect argument and I'm believe it's because I'm not including the row ID in the formula itself. Help!
