Issue with the logic feature on a form

I have the Enterprise plan and when attempting to use the logic feature on a form that I am an admin on, it is not available. It asks me to upgrade my plan. I've used the logic feature before on other forms I've created as an owner of the sheet. My Enterprise plan access does not supersede the sheet owner's free plan access? Does the owner need to transfer ownership to me in order for me to access the logic feature on the form?

Yes, the owner of the form has to be on the plan having access to the logic feature.
