Example: I have a workspace that have 300 folders for 300 different project names. Each project name have subfolders in which one is called sheets. The sheets have 4 sheets in which one is called cost. Can I use SUMIFS to get the total cost?
I can run a report to give me the total but need to display it in the dashboard as one number. Is there a way?

No, you cant use SUMIFs in this way.
What you can do (and it would have been better to do this at the beginning) is build a data sheet into each folder that will calculate (on a single row) all the data you require across the portfolio, and then build a matching portfolio wide data sheet.
Then use cell linking at the initiation of each project to link the portfolio wide data sheet to all the individual data sheets and build metrics off that.
Doing this retrospectively though, it seems you will have a lot of work ahead of you.
