Changing the color of a Task Bar

I'm trying to edit the color of a task bar in Gantt or Timeline view. Right clicking and editing, or conditional formatting is not working. Thoughts?

Do you have the "color settings" option when you right click on the task bar? If so, use that.

I have Color Settings for the lowest child but not any parent tasks. Shouldn't I be able to edit the color on a parent task?
