I am unable apply this formula to the whole column.
=COUNTIFS({Carpenter Sheet 2024 Range 3}, "Installation Ph 2", {Carpenter Sheet 2024 Range 2}, Date@row, {Carpenter Sheet 2024 Range 1}, CONTAINS(@cell, $City1))
$City1 is a cell having two drop down values

Hi,
I hope you're well and safe!
You can't have a direct cell reference in a Column Formula. However, it would work if you could replicate the cell in the sheet summary and reference that instead.Make sense?
Would that work/help?
I hope that helps!
Be safe, and have a fantastic day!
Best,
