Can a free Smartsheet user edit a form?

I need for a team member to be able to edit the forms I've created. Can this be done with a free user or does one have to hold a license to edit a form?

Here is a chart that will help you identify if the action requires a license or not: https://help.smartsheet.com/sharing-permission-levels

The actions with a * indicate a license is needed.

You need to be a sheet admin to edit a form, hence you would need to have a license.

Thank you @Genevieve P. I see even being promoted to Admin, if you are an unlicensed user, you cannot edit Forms. Thank you.
