Is there a way to update row level data since Forms are only used currently to record new data only?

I have a form that currently takes in data. I was wondering if there was a way I could provide some sort of link to people so whenever they have an update to a previously provided row level data they could just access the link in make updates. I also want to limit their access to only the row level data assigned to them via email or name.
