Why is conditional formatting using a value I didn't set?

Columns with status = "in progress" should be orange. That is my only requirement except that it is using my "% complete" column as well. The formatting only works if that value is blank. It's exactly the same as the rule I have for "complete", which works regardless of %complete value. Thoughts?

    Hello @KimTDSYN,

    I believe the 3rd rule (If % complete is less than 50…) is taking priority over the orange shading. I would edit that rule and make sure it does not format the "Status" column.

    Also, FYI, Smartsheet interprets % values as decimals, so you rule of "If % complete is less than 50" will be interpreted as 5,000%. You should change it to 0.5 to be figures as 50%.
