How to Include download URLS for row attachments

I tried the same flow as shown in the picture but it still doesn't work. I get the email notification but it does not include the link to the attachment.
Any suggestions?

Thanks so much for the feedback.

I reviewed everything again and noticed that the 'Alert Someone' email does include the link. However, the 'Request an Update' email does not. The attachment is displayed in the browser window once the blue 'Open Request' button is clicked (see screenshots below).

In either case, an attachment needs to be added to the row before either notification is sent.
