Why is the confirmation email showing all of the fields/rows filled in this dark blue?
Any suggestion how to correct this issue so the fields are not filled in. In the grid is below and the first 4 rows are this color but not the rows that are being pulled in. TIA

It looks like there is a dark blue row there above the row shown in the first screenshot. Try changing the cell fill color to white in all rows. There could be some back-end fill that is only "covered up" by conditional formatting.
You can also try disabling all conditional formatting rules to see if there are any rows that maintain the dark blue cell fill. That would tell you whether or not the "covered up" fill is true.

Are the colors on the lower rows there from Conditional Formatting, or are they manually applied?

@Paul Newcome neither actually. The rows in the sheet have conditional formatting but not in the color that it comes in via email.
