Index/Collect text from above previous cell

Hi there, I am trying to copy text from the previous cell if the time in column Number is between the times in the previous row for StartTime and EndTime. I have tried many INDEX/COLLECT and MATCH formulas but have not been successful. I'm including a link to the file hoping that someone can help me figure it out. My last formula iteration is:

=INDEX(COLLECT(Size1:Size@row, Size1:Size@row, @cell <> ""), 1)
