Someone may know if I can manage users updating permissions per field in the same sheet. Can it be on a regular sheet or a dynamic view?

Dynamic View gives you ROW level control and will allow you to control which fields can be viewed/edited.

If the response above hasn't helped, can you clarify your situation more?

Permissions given to a user on a sheet does allow them the same amount of access on all rows in that sheet. If you want them to View one row but Edit another row, you could send them an Update Request for the single row they need to edit.
