I have an EU license and someone with non-eu license is trying to share their project with me. Can I change my license to non-eu? Or is there a way to share projects/sheets from different regions?

Sharing to a different region would be the same as sharing to a non-licensed user. The licenses for each region can be thought of as separate products.
