Is there a new issue with creating and accessing forms?

I've been trying for weeks to access a form I previously created, and I'm also trying to simply create a new form. Neither have been available for some time.

No issues here with forms, check to ensure you are still licensed and have admin to the sheets that you're trying to manage the forms on.
