I am trying to see if there is a way to setup an automation that will download attachments that are uploaded to a sheet to a another location (cloud storage) and I can't seem to find if this is possible

No, it's not possible. The closest you can come is to trigger an alert on attachment add that includes the attachment link, receive that alert, download the attachment, and upload it yourself to the other location.

Of course, you could avoid all that if you have people attach files as links from the cloud storage directly, therefore already placing the assets in storage rather than looking to Smartsheet to transfer it. You can attach files as links from cloud storage like Google Drive, Box, etc.
