How do I disable proofing?

You don't.

However, to start a proof someone needs editor access, so you can limit people to viewer or give them access only via a Dynamic View, which doesn't support proofing.

Inviting others to request review and approval of proofs requires the row to be unlocked, so you can lock rows to halt that process.
