Controlling Asset Permission Levels

I have a feeling the answer is NO, but wanted to confirm.

We are considering upgrading our Enterprise plan, but need to consider the significant price increase if we upgrade, so we are looking to cost structure variations based on what our users are doing in Smartsheet. We want to control the assets being shared not only for the cost structure discussion, but also for data security management and came up with limit the sharing capabilities to licensed users.

Is there a way to remove or turn off the "Editor - Can Share" permission? Or does anyone have any suggestions how we can manage this scenario?

Your feeling is correct. The answer is no. You can't turn off a permission level from appearing. Your SysAdmin however, can make the changes to switch back the access from Editor to viewer rights during the true up period.

@AravindGP Can you expand on what you meant when you said "make the changes to switch back the access from Editor to viewer rights"? How to do you downgrade permissions for each asset a person is shared to? What is the true up period?
