Why can't I transfer sheet ownership?

I'm trying to transfer ownership of a sheet to another member in my team and they already have admin access to the workspace but it still won't transfer the ownership and this prompt shows up. Why isn't it working?

Does the user have a license in your account or is the user a free collaborator?

I just checked that our accounts have an Enterprise plan, is that why we can't transfer ownership? If so, is there any way around it?

The ownership of assets changed from users to the plan. You can read about it here -

With the new model, Admins and Owners are treated as the same as all notifications are sent to both Owners and Admins on the asset.
