Why would a user that has edit-can share permissions on a report not be able to update filter?
I have given edit-can share and shared to report only permissions to a user of my report with the hopes they would be able to update the filters temporarily but they are unable to do so, when they hover over the is between date they get an x icon and cannot click it. I ran through the other permissions even up to admin with them and had them refresh their window each time and they still were not able to update the filter.
This user is part of my company and does have full access to other smartsheet items so they do have a smartsheet licensed account.
Should I give them workspace permissions and edit-can share? Or what other possible solutions are there?

So a person who is an editor has row level permissions, someone who is an admin has column level permissions. So someone who is an editor cannot hide or unhide columns on a sheet, add or remove columns from a report, or update a filter because the filters are based off of column level permissions.
