Issues with workflow delivery alerts

I have unrestricted settings on both the account level and sheet level and still getting these error messages on a bunch of sheets throughout our org. Is anyone else experiencing issues like this?

We have recently started experiencing the same. There doesn't seem to be a pattern with it and our settings are correct for our needs. I've created a ticket too.
Was your issue resolved after raising a ticket @Jennifer Mahoney ?

Hi all,
Our team is currently investigating reports of users not being notified from workflows and “not all recipients will receive notifications” emails being received. We are not able to provide a time-frame on how long the resolution could take but we are doing our best in order to have this fixed as soon as possible.
