Report Publishing disabled by Owner's account administrator

Hi,

I'm trying to publish a report for a co-worker. I am an administrator for our organization's plan. When I push the publish button for this particular report is says "The ability to publish reports has been disabled by the owner's account administrator". When I go to the admin center under Report Publishing the toggle is in the 'On' position. It says anyone with the link can see the report. I am able to publish other reports created by this particular co-worker. Is there a reason why I can't publish certain reports?
