Possible to Format a Number into Percentage when Below 10%?

I typed in .05 within a cell in a sheet. I want to format it to say .05% When I go to the "%" in the Toolbar at the top of the sheet to format the number, it changes it to 5% instead of .05%. Is there a way around this. This can't be a one-time fix, as the format I choose for the cell will be part of a template and so this the format needs to be in place for the cell at the Template level for future entries. Any ideas how to resolve?

    Think I resolved this myself after not being able to figure it out all day. If you place a "space" right after the number and then type the percentage like this ".05 %" then it will format correctly in the cell as ".05%" Odd, but at least I figured it out for anyone who also has the same question.
