What is the difference in the two Resource Management interfaces?
When in a sheet, I have access to the (limited) Resource Management interface accessed on the right side of the screen, but not the Resource Management interface marked with a nearly identical symbol on the left side of the screen. The one on the right seems to do what I need to review allocations and do some load balancing when scheduling work, but some coworkers that I recently added and have provisional membership seem to not have access to either the one on the left or right.

Let me provide a short description of the differences between the two Resource Management interfaces you mentioned:
- Resource Management Panel (Right Side): This is where you can enable Workload Tracking in Smartsheet. It calculates the availability of resources assigned to a project based on assignments across all sheets where workload tracking is enabled.
- Workload tracking is available for Smartsheet Business and Enterprise plan users.
- Sheet Owners and Admins can enable workload tracking.
- Sheet Owners, Admins, and Editors can view and edit the workload schedule and heatmap. Sheet Commenters and Viewers can only view the workload heatmap.
- Resource Management Interface (Left Side): Previously, accessing the full Resource Management functionality required logging into a separate website. However, with this new icon on the left, you can now access the Resource Management interface directly within Smartsheet.

Thank you @Isaac A.! This is exactly the info I was looking for.
One additional question, if you can continue to help me: why would a coworker with a provisional license for our Smartsheet Business subscription not be able to access the Resource Management Portal (right side)? I intend to elevate them to a full subscription (not provisional) once their trial ends, but they can't seem to access any RM tools at the moment – the symbol isn't even present on the right side of the screen.

Regarding your additional question, even though the user is a provisional member, they should still be able to see the Resource Management Panel icon on the right side of the screen. As long as workload tracking has been enabled by the Sheet Owner or Admin then the rest of the users shared to the sheet can use it(depending on their member type of course).
If you’ve confirmed that the user has the correct permissions but they still can’t find the Resource Management Panel icon, even in new sheets (either created by them or shared with them), it’s likely best to contact Smartsheet Support for further assistance.

- User’s email address
- Sheet URLs (or an example URL if it happens on all sheets)
- Screen captures of the issue
