Troubleshooting Update Request Workflows

Needed help:

Have I set up my workflow automation for update requests incorrectly?

I believe all of our permissions and settings are correct

Workflow intent:

I have built a workflow to trigger a round 1 update request to gather a limited amount of information. I created a condition where if someone answers a specific way in this round 1 of update requests, that a second more details request update is sent to gather more information.

EX: First Update Request: When a box is checked on the sheet, the update requests sends an email to various team leads. Team leads are asked to confirm if their team is involved in the project. They will select their team's name from a dropdown list OR select their team is NOT impacted.

IF they select their team, a second update request should send off asking for more details about the team's work. This is several open form fields.

Problem:

Currently, the initial trigger for the round 1 update request works but when a team is selected, the second update request DOES NOT trigger and no emails are sent.
