Is it possible to create a report with multiple parent groups?

It appears that only one group with children…. I am trying to create a report that displays product features organized by feature category on a roadmap/timeline…

You can have up to 3 levels of grouping in a report.

I'm trying to build a dashboard that shows a kanban style representation of product features, such that the features can be displayed as grouped under feature categories. The attached screenshot shows a generic example of what I'm trying to do. The blue boxes show what I am only able to configure, and the green is what I'm hoping for.

You can try creating a helper column on your source sheet that returns the parent value then group your report by the helper column.
