Filters from template is not carrying over to new sheet for different user

I created a project sheet template and added filters to it. I allowed filters to be inherited by checking the box. When I create a sheet from the template it carries over the filter but when another person does the same thing it creates the sheet but does not carry over the filters.

Is the filter set as a shared filter?

Yes it is.

Is it doing this for all other users? Do you have other templates that are working differently?

It worked for another person but did not for this user. They all have same permissions
