Easily - use the "When a new row is added" as your trigger.

I am not aware of a solution in place for updating one row with two forms, at this time. When I need to do this, I often will build a solution where there are two sheets and using either data shuttle or Index/match formulas, I join the two together in a usable format.

What I've done recently is set up a form, then add a dynamic view allowing them the ability to fill in additional fields. I send the link to them via an automation from the one sheet.
