Hope you are well. You invited a licensed user to a sheet but they cannot edit, but only view correct?
Couple questions.
Is the licensed user within your company or are they external?
When you go to the sheet that you shared, and you select "share" in the top right corner, does their name have viewer or editor next to their name?
Also, if they are internal to the company, can you have an admin check to see what their rights are in Admin Center? Are they a Member, Viewer or Guest? Even if you share the sheet to them, they might be prevented access to edit. Worse case scenario, I would delete them from the sheet entirely, and then re-add them. It could be a glitch.

In addition to what @Paul.Woodward mentioned, also note that editing permissions on a sheet will depend on the type of Smartsheet plan you have and whether the collaborators are part of the same plan.
If you're on a Pro Plan, external collaborators who are not members of your plan will only have View-only access to your sheet, regardless of the sharing level you've provided.
