I have a user who is a licensed admin and can't edit locked columns.
Has anyone experienced this?

Do they have admin permissions in the sheet? You can check this by going to the share option for the sheet and see what their permissions are there.
Organization admins won't automatically be given admin permissions on all sheets. They would need to be given those sheet specific permission by the sheet owner, or a sheet admin.
If they are a sheet admin, check to make sure that they are logged in with the right account. Occasionally, there may be duplicate accounts for the same person.
