Hello if a user has "view" and "edit" access (Only) and NOT CREATE access...

Hello if a user has "view" and "edit" access (Only) and NOT CREATE access... would this count as an individual user license?

It will fall under free user.
There are two user types in Smartsheet:
- AΒ licensed userΒ is a paid user whoΒ can create new items in Smartsheet includingΒ sheets, reports, and dashboards,Β and share them with others.
- AΒ free userΒ is someone whoΒ doesn't have a paid Smartsheet license. Free users can view and/or edit sheets they've been shared to, but they don't have the ability to edit reports and dashboards or create their own items without a license.Β

On the legacy plans, this could be considered a free user. On the new User Subscription Model, if it is an internal user, it will count as a licensed member. If it is an external user, it should still be free.
