Sheet Cell Limit

I would like some clarification on two different cell "limitations" regarding sheets.
- 500,000 max cells. If I were to max out the amount of columns within my sheet to the 400 column limit, does this mean I can only have 1,250 rows in my sheet?
- 500,000 max inbound and outbound cell links. If a single cell has both an inbound and outbound cell link, does this count as 1 out of 500,000 or 2 out of 500,000?

1: Yes. Similarly, a sheet maxed out with 20,000 rows would be limited to 25 columns.
2: I am fairly certain it counts as 2 as they are two separate things (inbound vs outbound) even though they are both housed in the same cell.
