Sheet access to complete a form?

Hello,

We have created a smartsheet form that we want our product team to fill out when they have a UX request. We only want the UX team to have access to the sheet linked to the form. Some of our product users are having trouble completing the form unless they have access to the sheet. Have i set up something wrong, or must a user have sheet access to complete the form?

Users should not need any access to the sheet at all to be able to complete a form.
