As an Admin, shared filters don’t transfer

As an Admin, shared filters don’t transfer with ‘Save as New’ despite ‘Shared sheet filters’ checked—data copies, but filters don’t. issue persists.

as the filters create new urls do other see those new URLs?

The only thing that does not transfer is the filters, so each individual can filter to just see their projects. Shared filter is checked and all the other appropriate boxes are checked from all the research I've done. I shouldn't have to rebuild the filters when I save new.

I can see that you are doing this correctly so I think there is a bug that I would go to support desk.

one more thing you can try can you create new sheet from scratch / create any shared filter / save as new and see if only that sheet is affected by this bug or it happens all the time.
