According to the SS documentation, a user can only be provisional once. The 2nd time it is provisioned it must be added to a paid member.
However, the provision is merely based on a sharing permission a user passively receive, not requested by the user itself, not by/approved by an admin
It is only SS provision a user 2nd time and then must make it a paid member?
How can this be possible?

An individual User may have provisional status only once throughout a Subscription Term and any renewal Subscription Term thereafter. If provisioned a second time, the individual must be added as a paid Member. An individual may not utilize different credentials to access and use your service with provisional status again
