Manage contacts in the Smartsheet Contacts list Company Wide

Hi, is there a way that we can create contact list groups for all users that automatically show in the users contact list?

I have been looking for a solution for hours today. My company has an "all contacts" option but I have come to realize it does not include everyone so I've had to add a lot of people manually. The problem is that everyone I add manually now it is only visible to me (in my own Smartsheet Contacts) and not my colleagues who I work with on the same sheets.

I did find that the admin can load contacts, but I still don't see how other users (as you mentioned) have access to that information. Hoping someone out there had a solution/tip that they can share. Thanks!
