True-Up Review using Smartsheet

Hi all, I hope I can explain this well enough to get some guidance. With the new true-up procedures we are attempting to create an easy way using Smartsheet to review who has not been active in the past 90-days. What is complicating this, is we will have a master list of users we don't want to change to Viewer status even if they did not have activity.
I started with downloading and importing into Smartsheet the User type report. A report from this is easily created. What I am trying to do is add the information from Master list to the report so we don't accidentally change their status. I can get the data to show, but it duplicates the email address in the report. Is there a way to have the report only show one email address when you are reporting from 2 sheets?
Is anyone else doing something else to help them manage Provisional users?
Thank you for any help!

You wont get 1 row necessarily but you can use email address as the group dimension which will combine each entry to a parent section.
What may make more sense is just doing a countif cross sheet reference.
Sheet 1 has all inactive users
Sheet 2 has your master white list
cross reference for email address on your master from your inactive
countifs({master.email},email@row)
Now anyone on your inactive list who is found to have an email on your master list is flagged. You can now filter or report and then filter this to just the users you want to change.Principal Consultant | System Integrations
