Account payment past due

My account is locked out because my license is paid for by another person that has not paid their bill. I would like to pay for my own license to not have this happen again in the future and to still have access to my account. How can I pay for the license if my account is locked out?

When I try logging into to do this I get the pop-up window in the picture attached.

I just need a way to to purchase the license for my account to resolve this.
