send custom form links using automation

Can i generate a custom link to another form with prefilled content from another sheet?

When someone completes a form i have an auto number that counts up on every submission. This is our reference number.

When someone completes the form to generate the row i want to use that reference number to send an email with a form link that auto populates that number.

it would look something like this:

formlink + ?Reference%20Number=1012 where 1012 would be the specific reference number on that particular row.

The problem i'm trying to solve is were using forms to populate customer complaints. So form 1 is filled out by the customer and i want the manager to fill out form 2 specific to the customers complaint. I do not want to give them access to the entire sheet i want to use a form submission. In order for me to tie them together i need the reference number to be accurate and i want to prefill this in form 2.
