Can files kept in File Library be "Published" to anyone with the link?

I have an automation email setup to request ad materials from customers via an update request and need to include our ad specs. Instead of attaching the ad specs to every single row on my sheet (one at a time), I can add a hyperlink to the email body and wanted to link it to the document/pdf kept in File Library, shared with external advertisers. @Brian R. if I am reading your request right, you want to copy the URL of a file in SMAR into an email? This should not work as URL's generated for SMAR are s3 signed links that only last for about 1 minute before needing to be regenerated. If you have files on brandfolder or sharepoint this could definitely be done.

Got it, thank you. Our SP has sharing limits applied by IT and we don't have brandfolder. I will use Google Drive and a URL shortener to achieve this goal, just preferred SS. Thanks for the response!
