Template for Submitting Resident files for review and approval

Hi, newbie here. I am the compliance manager for a PHA and am currently using emails back and forth for resident file submission and approvals. Can I get a recommendation for a template that I could use instead? I was thinking the IT requests and ticketing could be modified for my needs. But I am open to ideas.

I think you shall use something simple a form to get new requests in the sheet and basic managment of the data already in.

Sth like: https://www.smartsheet.com/marketplace/apps/itil-standardized-ticketing-system or of course you can modify the IT requests & ticketing from free templates.
