Auto Number column for only NEW rows

Hi - We have a sheet where we are tracking issues, and we'd like it to assign the next number in sequence once a new row is submitted via a form. Below, the "Issue Number" column is the primary column, so I cannot make this an auto-number column. What would be the simplest way to implement this?

I cannot include other columns since they contain company-sensitive information, so my apologies if this photo doesn't provide enough context.

Is there a reason you cannot simply add a #Auto number column?
