Can't use Vlookup or Index Matching

Hi all,
I have a sheet which is organising workflows for different departments. Departments are separated into different sheets since they have different tasks and metrics to monitor and some activities are sequential therefore moving once finished with one department by automation.
How can I get row info from 1 sheet to another sheet, copying the row is no good since the data is then static. Cell linking is not an option as it disables automation rules I have set up.
The problem I have encountered is;
Department 2 need actioning work when department 1 add something to their sheet. Department 2 need the product identifier and the unique study reference number, along with activity, all currently tracked in columns pulling through from department 1 sheet.
I don't believe I can use Vlookup or index matching as I don't have a consistent thing to "look up". New product identifiers are added regularly so not a limited list, and each study reference is unique with exception of the pre-fix. Any suggestion how I can get row info from 1 sheet to 2nd sheet and keep it dynamic so sheet 2nd sheet info updates from sheet 1 updates.

Could you add a so-called helper column to the sheets 1,2,3 autonumber? Then that could be used to connect them.
