Automated Alert with Attachment

I want to send a follow-up notification to a new hire once they accept a Hiring Letter or Payment Contract. We find that even if we include the attachment in the approval request, they don't download the PDF (attachment). So we want to sent a follow-up with "next steps" and another opportunity to download the PDF.
However, when I create the alert and select "Links to Sheet and specific fields: An attachment" as I show below:
It shows this in the notification. I don't see the attachment. I confirmed there is an attachment. The New Hire does not have access to the sheet (and only selected the option to share link to sheet because it was the only one that allowed me to include "an attachment".

You must send it as an Update Request to include the attachments, if the attachment(s) aren't what triggers the Workflow.Make sense?

Thanks @Andrรฉe Starรฅ Yes, makes sense; however, it is not an update. It's basically a follow-up notification after they already accepted the Hiring Letter or Payment Contract with a second opportunity to download the PDF (attachment). There isn't anything for them to update with that kind of request.
It was suggested I boldface the directions in the original approval request to emphasize downloading the PDF, but the message isn't rich text, so you can't boldface either.

Unfortunately, it's not possible with Alerts. However, as a potential workaround, you could use the Update Request or copy the row to another sheet and have that trigger an Alert ("Not Tested").
To emphasise the download option, I'd recommend adding Emojis or similar. ๐ค ๐ โ ๏ธ โผ๏ธ

@aschneiderheinze1025 could you send a second email at the same time and this second email basically says something like
IMPORTANT REMINDER: Please download the PDF from the first email that you received.This way this email will only have one instruction and the person will be more likely to read and digest the instruction?
