I would like an auto email to a group of people as a reminder to fill out a form.

I think my condition is wrong

My trigger is: When a date is reached. I selected every day at 11am.

My condition is: When Department field is one of Blank

My autoemail is not flowing

If you department is not blank the condition won't be met. Are you wanting your email to send if a certain status has not been met?

Each day, employees need to go into a form and enter a number. Since this is a reminder, I'm not sure how to define the condition since the form is blank at the beginning of each day.

So you can actually delete the condition to make the email send everyday at a certain time no matter what. Just click on the 3 dots in the top right of the conditions section and delete.
