Conditional formatting randomly not working

I am trying to determine why the conditional formatting has stopped being applied to random cells. I have the settings set to change as we change the drop down option. However there are random cells that the background formating is not applied and you see the words. It is random. I have cleared formating. Deleted the conditional formatting and recreated it. Nothing seems to be working. Any input would be appreicated.

Two thoughts:

1. Are there any other conditional formatting settings above those in the list that would modify those cells?
2. Did anyone manually change the colors of those cells? That happens with our teams sometimes. I had to select a column and change the text and background color to automatic to get the conditional formatting to work again.

I am having the same issue with my conditional formatting. I want to highlight the line when Customer Name is #NO MATCH.

What am I doing wrong?
