Why do people show up twice if they are shared the workspace and the sheet?
If someone is shared to a workspace, how do I change their status on just one sheet?

Because in general you might want them to have the same permissions for the entire work space, but maybe there is one sheet in the workspace you only want "view only", for example even though they are editor on all the rest of the work space. Go to Share - then Share access to Sheet only, and you can change their permissions there for that sheet and it won't affect their permissions in the rest of the workspace.
